If you mean your iCloud email account, this can't be chaged without creating a new account.  You can, however, create and email alias that will receive email in your current iCloud email inbox (see http://support.apple.com/kb/PH2622).

If you mean you want to change the iCloud ID on your phone, go to Settings>iCloud, tap Delete Account, then sign back in with the new ID.  This deletes the account and your iCloud data from your device, but not from iCloud.  Provided you are signing back into the same account, your iCloud data will reappear on your device when you sign back in.

To avoid losing photo stream photos, save them to your camera roll (if not already there) before deleting the account.  To do this, open your my photo stream album, tap Edit, tap the photos, tap Share, then tap Save to Camera Roll.

Hey bro. I got a question regarding this quote from you.

If you mean you want to change the iCloud ID on your phone, go to Settings>iCloud, tap Delete Account, then sign back in with the new ID.  This deletes the account and your iCloud data from your device, but not from iCloud.  Provided you are signing back into the same account, your iCloud data will reappear on your device when you sign back in.

my problem is that the "Find My iPhone" is on and to deactivate it you will need a password. I forgot my password from my old iCloud account so.. How do I change my iCloud account?

That's a new issue that arose with iOS 7.  Try going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Click edit next to the primary email account, change it back to your old email address and save the change.  Then edit the name of the account to change it back to your old email address.  You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.  Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.
