On the computer, launch iTunes and log in to the Store using the new Apple ID account. You may need to accept the terms when you first log in. Once you've accepted the terms (and answered any of the other questions that iTunes prompts you for) then try logging in to the App Store on the iPad (Settings -> iTunes & App Store).
