Just telling us they are correct doesn't mean much to us if we can't see what you have.
I have setup several msn email accounts for friends and they are using iOS 7.
No problems with iOS 7

If this doesn't solve your problem, you should try to back up and restore using iTunes. If it continues, restore as a new device and test.

There are more settings then that.
Click on the "Advanced" tab in the account section and tell us these:
1. SSL on or off ?
2. Authentication = Password, yes or no ?
3. Incoming settings = Server Port #
I have seen some weird things with ports etc., so it is a good idea to check.

All you have to do is log into your MSN account from your computer or using safari, go to your settings, security and privacy, more security settings, app passwords, and create a new app password. You will then enter the password generated for you instead of your actual password.
This fixed my problem, hope it helps you too.
