I think all of those fonts are included in OS X 10.9 for your personal use. Just have a look at the published list:

I looks to me like that list is simply the fonts which are part of OS X but not part of iOS. I would think the main purpose of making them downloadable is so that docs produced by OS X apps will not have to substitute some different font when viewed on iOS.

The following fonts (Arabic) aren't available for public users, it is not included in OS X, and it is restricted to iOS developers members only:

It's certainly odd that Apple would think these are necessary in addition to the 18 made available with OS X. Also it doesn't look like they are being used by any other OS, so they are not needed for compatibility. A mystery.

As I mentioned above: It is not available even for purchasing.

There is no way to extract these fonts from anything, unless perhaps you become a developer.
I have doubts whether they will be made part of OS X when there are already 18 sitting there, more than any other non Roman language.
Why would you want them, when you have no idea what they look like and (as far as I can tell) they are not being used anywhere in the world?

And these fonts were used in publish software from the past until now.

Perhaps you should contact that company about buying them or the software which has them
