Go to the I tunes account and there is an option for payment...NONE.

Should do it.

looks like the "none" option was removed.

iPad, settings, apple store, account, credit card none that does it. Since I put the credit card number in free items seem to ask for credit card verification.

then you will need to enter card details before you can use the account to download anything - you should get the 'none' option after entering the card's details
