Thank you for providing the details of when iTunes becomes unresponsive.
First, I recommend reviewing the section titled "If you have trouble importing songs from an audio CD" in the following article:

If iTunes continues to freeze when importing the CD, I recommend the following articles to further isolate and troubleshoot an issue like this (click on the article for your version of Windows):
