You are not writing Apple when you post here. This is a user to user support forum.
Try rebooting your iPad (it cures many odd ills).
Press and hold BOTH the power and home buttons at the SAME time for about 10 seconds, until the Apple Logo appears, then let go of BOTH buttons and the iPad will restart. You won't lose any data or settings, and it just might work better.

I wish I could help, but long distance, all I can do is suggest a list of things to repair.
First, which iPad is this? The first one? Or the iPad 2 or newer?
The most current update for an iPad 1 is 5.1. Many apps will not work with the old version of IOS. This can't be changed, the hardware can't support newer software.
Before you do anything, make a good backup to a computer to preserve any important information and data. Remember any passwords or account information.
Using a computer running the current iTunes 11.1.1, restore the iPad to factory settings.
Then set up as a new iPad with data restored from the backup.

Things to know about Apps purchased:
Once an App is purchased, it can be downloaded again for free. If an app crashes a lot, the best fix is to delete it directly from the iPad and download it directly to the iPad again. This will only work with purchased Apps, built in apps will be restored during set up.
If your computer is faulty, it may not help you set up properly. In this case setting up with a good wifi connection may be better.

As I tired to explain, APPLE RESPONSIBLE!
I was crying out to them for help. Your suggestion were tried by the APPLE store all ready.
They told we, I need a computer. Which I told them I no longer have as some one stole it last year.
The insurance I had when I moved didn't offer to replace it or any things else we lost with the movers.
We live in a shelter hotel for more than a year. We have no clothes but one bag we took with us.
The movers stole everything else. All our SSI goes for rental place to live, food. We get only one meal a day.
I got this before we moved last year. It's all we have. I don't even have a cell phone.
They took all our stuff, furniture, TV, beds bedding, linens, dishes, silverware, ect.
Excuse the punt, were the WALKING poor.
I asked APPLE store to use one of their computers to load and then reload after adjustments were made to IPad or replace the IPad with another-one?
As this one does EVER-THINGS wrong especially spelling errors corrections.
If you know how to forward this to APPLE CEO I'd appreciate it.

We can't help you with that. Even if we could send a message to Apple CEO, he can't fix you iPad long distance.
If the iPad is your only Asset, consider selling it a raffle so you can get the most money possible for it.

Enough, don't beat a man or women when their down.
Your help, not helpful. Even the poor and elderly deserve to be helped.
The issues are, to many try this or that.
What's needed is real help.
I need a computer so I can reload everything. The store told me the files are corrupted from the change over from OS6 to OS 7 as I understood it. They not willing to loan me a computer that's a display to fix the problem.
I asked them about those being returned by people who don't want them if we could use it then reset it after to factory setting so we could enjoy what you all take for granted.
Someday you be where I'm in my life in need of real help, not advice.
Will anyone bother to really come to your aid?

GO to a public library. Most have computers you can use for free.
