THIS WILL HELP YOU ALL 100%.

For those who are having trouble finding the correct path (as I did initially), be sure that in iBackupBot you are clicking on the + in front of the device name in the top left-hand "Backups" panel, as opposed to the bottom "Devices" panel. For me the path was Device Name-->System Files-->HomeDomain-->Library-->Preferences, and from there I searched for "springboard" to find the com.apple.springboard.plist file.

To all of those who were concerned about why restrictions were on in the first place, at least for me, something is turning it on. Without letting the device out of my sight, somehow Restrictions turned itself back on! (And naturally, I cannot find a working pass-code to get back into it!)

As I mention in that post, I do not want to edit plist's and restore backups every day in order to have full access to my device! So I hope something comes of this...

So the second time, I made sure the first thing I did was re-enable restrictions, giving it a known passcode, and kept it switched on. So far so good. I have been able to re access the restriction settings with that same passcode every time.
What will kill it for me is if I select reset settings. I have a theory that this somehow wipes one of the settings files related to the passcode but then either keeps restrictions lock on or re-enables it (by virtue of enables being the default state perhaps when there is no settings file) and since the passcode is erased, you can never "guess" the match because there's nothing to match to!
A proper bug.

Dec 21, 2013 7:47 PM in response to myurkusby Jomigo,Gilsonmelo solution worked on my iOS 7 iPad 2. I made the plots change as recommended and restored from iTunes and it worked like a charm.
I agree with everyone else that something strange turned restrictions on. I never would have used it but it was on last time I tried to do in app purchases. Strange indeed and hope Apple is reading these and fixing.
