Dec 19, 2013 8:11 PM in response to Kendra32by randers4,If they are in the my photo stream album, you didn't restore them from your backup, you simply reconnected to your photo stream. When you do this, you only get back photos added to photo stream in the last 30 days (older photo stream photos are no longer in iCloud, even though they may have been on your iPhone 4).
If you have an iCloud backup of your iPhone 4, restoring that backup to your 4s would recover your camera roll photos and videos, text messages, app data, settings, etc., and would redownload your apps and other purchased media from the iTunes and app stores. If that's something you want to do, let me know and I'll explain how.
(If you are signed into your iCloud account in Settings>iCloud, you can check to see if you have a backup of your iPhone 4 by going to Settings>iCloud>Storage & Backup>Manage Storage and see if it is listed under Backups.)

Dec 19, 2013 8:30 PM in response to Kendra32by randers4,The one that says "This iPhone" is your 4s, the one that says just "iPhone" must be your iPhone 4. You can tap this and it will tell you when it was last backed up. If you would like to restore this backup let me know and I'll explain how.

Dec 20, 2013 11:07 AM in response to Kendra32by randers4,If you still have the iPhone 4 you could import the camera roll photos to your computer as explained here: http://support.apple.com/kb/HT4083, then put them in a folder and sync them to your 4s by selecting the folder on the photos tab of your iTunes sync settings and syncing.
If you would like to transfer the data, settings, apps, etc. to your 4s, you can restore the backup by going to Settings>General>Reset on your 4s, tapping Erase All Content and Settings, then going through the setup screens on the phone and when given the option, choosing Restore from iCloud Backup and following the prompts. Be sure your phone is connected to wifi and your charger as it is restoring the backup. This article explains what the backup includes: http://support.apple.com/kb/PH12519.
