Apple won't help you with this.

Jun 19, 2016 7:45 AM in response to makblueby KiltedTim,You can't deactivate it because the password for the iCloud account that was used to lock it has been changed. The owner of the account will have to remove the lock. There is no way to bypass it.

It is as kilted Tim says, the locks should be removed by the Apple ID that put it on.
