We are fellow users here on these forums, we won't know why you are getting a message to contact iTunes Support - you can contact them via this link and ask them for help : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
(What happens when you try to go http://www.apple.com/support/iTunes/ww/ ? The link appears to work for me, it shows a list of countries so that you can select where you are.

I did get to that page but found no answer to my problem. I got an email from support but it also didn't answer my question. I also contacted the app developer but haven't heard back yet.

When you contacted support was the reply just the automated reply, or the 'proper' reply (it can take up to 24 hours for a proper reply to be received) - if their reply doesn't fix the problem then try contacting them again
