You need to have a SIM to activate the iPhone, even if it's a deactivated one. Think if it like a 'fuse', that it bridging a 'gap'.

i just want to use my phone without sim couse my sim is broken...but i can#t into it -.-
Get a replacement SIM fromthe wireless carrier associated with the device. Otherwise, you won't be able to use it.
