The purpose of iCloud is not 100% foolproof, and has worked great for many people even after being stolen. Where there is a will, there is a way regardless.

However, you can always go into iCloud, lock your iPhone, and then remote wipe it so that your personal data is secure. Then, you can file a report with the police department as well as your carrier and tell them the IMEI number (found on the back of your iPhone box) so if your phone is ever activated on another network, they will be able to take action and hopefully get your phone back.
