Unfortunately, because of the DC power-plug design, it is not easy to measure (with a multimeter) if the power adapter's DC output voltage (see the label) is correct?
A bad battery may put a heavy load on the power supply. If so, there should at least be some kind of reaction from the computer with the battery removed.
Difficulties in the DC-in-section are relatively common in many laptops. The DC jack has connection pins that may work loose. This can often be a simple resoldering operation. In other cases, a DC-in-board may have to be replaced. The web page below could perhaps be of interest.
