Q: All of my photostream comments have disappeared from iPhoto 11 (also running Mavericks).

Sometimes the comments take a long time o load. If you look closely at the thumbnails in the browser, is there a tiny cross in the lower left corner of the photo and a barely visible message in white letters "pending"? Then it is still syncing with the stream and the comments may appear later.
Are you the owner of the stream and are your own comments missing? If you did not post the comments, the person making the comments may have deleted them or changed the sharing options.
