You probably have a second hand iPad that was protected using Activation Lock as described here:
http://support.apple.com/kb/PH13695
Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPad. Otherwise, the iPad can never be used again.

If it's the person you purchased your iPad from, contact her/him.
If it's someone you don't know, then the iPad was very likely stolen and you have a problem.

If that's not what you mean, you need to clarify further.

This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. No must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.
