Yes. Any Apple Service Technician certainly can.
However there are so many possibilities that considerable troubleshooting may be required to determine the actual cause and effects, even for an Apple Technician. The process is likely to be even more time consuming for a user who does the troubleshooting on his own.
Certain OS X features like Dictation and some applications like Mail can be configured to sound alerts that might be what you describe. I don't know whether you have added any facebook or other items that can cause a "camera indicator" to "went off", but you do not describe doing anything that should make the camera light blink. Other possibilities would simply be a long series of guesses that you would have to troubleshoot to test.
If your problem continues and if you have plenty of time to try to fix it yourself, zero your startup disk and do a clean install of your OS and Apple software. This is a time consuming process. I described it the topic at http://discussions.apple. com/message/18614637. (Of course, for your OS X version 10.9, you will use OS X Mavericks: Reinstall OS X instead of the OS X 10.7 reinstall method described there. )

If you maintain physical control of your Mac, do not install unknown software or facebook additions, and do not click links from unknown sites or files, you should not need to be concerned about privacy. However, the only way to be certain is to do the troubleshooting (or have an AASP do it for you.) Remember that there are so many things other than privacy problems that can cause the symptoms you describe that it may take a long time for a technician to find whether you even have a problem. Backup your Mac and be prepared to leave your Mac for a considerable period of time if you decide to have an AASP service your Mac.
