There is no App named Cabinet as a default App on an iPad. If you mean iBooks then there is no way of rotatng a PDF in iBooks.
1. Find an App that con rotate PDFs in the store or
2. Rotate the iPad itself. You can lock the screen rotation so that rotating the iPad does not reorient the screen. That way you can rotate the PDF.

Settings>General>Use Side Switch to>Lock Rotation. Then you can use the switch above the volume control on the right side of the iPad to lock the screen.
If you have that set to Mute System sounds, swipe up from the bottom of the screen to get to the control center and the rotation lock still be the last icon on the row at the top of the control center. Tap that to lock rotation.
