Q: my iphone keeps saying the servers are down try again later and i do but its still not working its on 6.1.3 on the activate screen

can someone please help.

Make sure that the phone is connected to WiFi and/or has a strong cellular data connection. Otherwise, use iTunes and you can skip 80% of the setup on the phone. Good luck!

i tryed everything even conecting to itunes but is keeps saying cant activate at this time try again later. i dont know what to do anymore.

no its dident help and this phone was factory unlocked from apple so idk why its doing this to me

Apple sell Unlocked Phones...

Factory Unlocked is different and usually means it is Contracted to a Carrier... who are the Only ones that can Officially Unlock it. If it was not Officially Unlocked by the Carrier... that would be the Source of your issue.
