Jan 11, 2014 11:47 PM in response to Andreaokemby King_Penguin,When did you buy and activate your iPad ? The apps are only free on new devicees activated after 1st September 2013 - if your device was activated on or after that date then try logging out of your account on it by tapping on the id at the bottom of the Featured tab in the App Store app and then log back in

Jan 13, 2014 10:10 AM in response to Andreaokemby King_Penguin,You can't get them for free, they are only free for new iOS 7 compatible devices that were activated (not when iOS 7 was installed) on or after 1st September 2013 - if you want those then you will need to pay for them.
From the page that you originally posted from, http://support.apple.com/kb/HT5913 :
iPhoto, iMovie, Pages, Numbers, and Keynote are free on the App Store for qualifying iOS 7 compatible devices activated or purchased after September 1, 2013.
