I haven't messed with this (yet), but I would assume that you could do this by creating a back up of an ipad that has apps in folder. Once the ipad is set up, it should take that set up and write it to the other ipads. This is, of course, theoretical until I test it.

Yes wrant is right. If you are Supervising iPads, then get one iPad first and Supervise it in Apple Configurator. Then add apps to Apple Configurator (which you downloaded with iTunes). Use Apple Configurator to install those apps onto your newly Supervised iPad. Organize the apps into folders the way you want. Once all apps are in the folders you want them to be in, create a supervised backup of that iPad. Use that "master" backup and restore that backup on to any additional iPads. Apps will stay in their designated folders

I have sucessfully created a master with app in folders, but is there a way to add a newly download app into a folder once all ipads are supervised? Or every time we download a new paid app through VPP do we have to unsupervise and restore from backup again? Seems like a long process?
