iCloud storage is separate from that on the devices. You need to delete content from the iPhone 4S until there's enough free space on it to download the update.

You need more free space on the phone itself, not in your iCloud account.  (Adding more storage to your iCloud account does not give you more space on your phone.)  You need to delete or sync something off your phone, at least temporarily, in order to free up enough space to upgrade.  For example, you could sync all your music off your phone, upgrade to iOS 7, then sync it all back on.

If you purchased the storage upgrade by mistake thinking it would solve this problem, you can call the Apple online store at the number shown at the bottom of this page for a refund (1-800-MY-APPLE in the U.S. and Canada).

Doesn't 5 free GBs,  plus 10 purchased GBs (purchased 2 months agao),  plus 20 purchased GB equal 35 GB? Most of my apps like Kindle have their own cloud where my books are stored so why do I need worry about backing up free apps?  I took off quite a few, yet I have only 12.4GB of storage on the cloud. Plus, I can't upload IOS 7.0.4 because it is telling me it requires 3.8 GBs to do.

You need 3.8GB available on your phone.  It doesn't matter how much space you have in iCloud.  You can check the available space on your phone by going to Settings>General>Usage (at the top).

How do I get rid of the IOS 7.04 reminder from my settings? When I bought my phone, nobody told me that I would have 3.8 GB of space for the operating system. I have 8GBs. This would such almost half my GBs.

It only takes 3.8GB to install it, because it has to download the iOS, expand it, verify it with Apple, and move around a number of files in order to install it.  When your done it will take about 1GB, which shouldn't be much more larger, if any, than the version you are running now.
