If you haven't tried to find it, sign into http://www.icloud.com and enter the Apple ID that was used on the iOS device. Then, choose Find my iPhone.
Find my iPhone will be useless if:
- The device is out of battery/off.
- The device is not connected to the Internet.
- The device has been restored as new (not possible if you set up Find my iPhone on it with iOS 7 installed).
- The device hasn’t had Find my iPhone set up on it.
If you can’t find it, change all passwords and report it to the police. You can also report it to Apple here: http://support.apple.com/kb/HT2526?viewlocale=en_US&locale=en_US , but they won’t do anything without a court order. The only way to find a lost iOS device is to use the Find my iPhone app or www.icloud.com. For this to work, you have to enable this feature on the lost device prior to loss. If you didn't do this, there is no way to find it. Neither Apple nor your carrier will find it for you.
