Here is the fix for this problem. I have Windows 8.1 as well, and it worked. You're just copying a Quicktime dynamic link library file from the Apple folder listed below, and pasting it into your iTunes file.
Copy QTMovieWin.dll from: C:\Program Files (x86)\Common Files\Apple\Apple Application Support
to: C:\Program Files (x86)\iTunes
Just be sure to reboot your computer after you do it. It works!

iTunes is required to be installed on your C: drive alone - that means that the install location of (x86) will not work.
Just go to browse and click on C: all by itself and it will install beautifully.

I have the same problem, sony vaio and 8.1. iTunes downloaded but it won't even load, says it is incompable with 8.1. I tried repairing, uninstalling and redownloading, still nothing, not working at all. Anyone have a solution yet?

I had all sorts of issues with iTunes & Windows 8.1 and eventually fixed everything by following the following this from advice from Apple: http://support.apple.com/kb/HT1923 It's important that you uninstall everything in the exact order which Apple recommends.
Once uninstalled download iTunes from Apple as a new download.
I found it a breeze to do all this and when I installed iTunes as a new download from Apple and opened iTunes my library and everything was there.

I got the email you posted this, tried the whole thing, in the exact steps and it didn't resolve the problem.
I uninstalled everything in the order listed, I verified everything was removed, I removed the things in the C files - EXCEPT the one that said C program files common files APPLE INTERNET - it would not remove, said I didn't have permission to remove it...
emptied my recycle bin
restarted my computer
reinstalled Itunes and components
tried to open itunes
as soon as I open it it says it's not working and windows will shut it down and let me know when they can resolve the problem, not likely.

This is what you need to do..
Log in as administrator to do this
Open C:\Program Files (x86)\Common Files\Apple\Apple Application Support. - find QTMovieWin.dll in the folder Right click the folder and copy the folder then go to C:\Program Files (x86)\iTunes. and paste the program in there.. reboot - it will be resolved for you. Worked for me
I too have a sony vaio duo flip pc - was driving me nuts not having itunes working. Hope it works for you. It should.

install Itunes via apple.com
when installation begins stop the process and go to tools and click download only.
this worked fine for me.
once you are in Itunes you may be prompted to update to a 64 bit version. just ignore.
caveat. you may not be able to configure your iphone.
