Hmmm. Experimental advice following. Feel free to disregard.
Do you have an iTunes quick-launch icon set up in your task bar? If so, try deleting that. Can you do the install now?

Jan 19, 2014 11:40 PM in response to lucasoil4uby b noir,Doublechecking something ... you deleted the shortcut that was there in the taskbar, but the install still didn't go through? Or was there just no itunes shortcut in the task bar to begin with?

Jan 20, 2014 6:16 AM in response to b noirby lucasoil4u,There was no taskbar icon. There was a shortcut on the desktop that I deleted. This is very frustrating. Im ready to buy a new computer and be done with it.

Jan 20, 2014 10:12 AM in response to lucasoil4uby b noir,Okay ... for some reason (if we take the error message at face value) the iTunes installer is looking in the folder where the little Quick-Launch taskbar shortcut icons are kept (rather than the desktop icons), and running into trouble when it tries to do that.
If it really is a permissions/security issue stopping it from doing so (again taking the error message at face value), we might be able to get past the problem by using the procedure from the following user tip:
(Experimental advice again, but the procedure will do no harm.)

C:\Users\RyanChristensen\AppData\Roaming\Microsoft\InternetExplorer\Quick Launch\GetLastError:87
Is "RyanChristensen" the name of your Windows User account on the PC? (The one you're currently logged into, and the one you've been logged into when you've been making the installation attempts?)

Jan 20, 2014 6:18 PM in response to lucasoil4uby b noir,Okay ... then maybe we might be able to get around this if we try installing the iTunes update from inside a different admin account.
Create a new account with full administrative rights. Log out of the usual account and log into the new account. (Don't use fast user switching to move between accounts.)
Try the install from inside the new account. If it goes through okay in there, log out of the new account, and back into your own account.
