Are you referring to the HT6058 article at the top, which discusses iOS 7.0.4? If so, that is an update that addresses issues, not just security. You should definitely be running iOS 7.0.4 on your iPad (unless it is an original iPad which cannot run iOS 7).

about: version 7.0.3 (11B511) on all ipads.
Includes 2 minis I bought 2 weeks ago.

The original iPad and any iPhones older than iPhone 4 cannot support this latest version. All others can.
