Consolidating your library shouldn't create any duplicates of items that are already inside the iTunes folder. However, it will leave the original files that exist outside of the iTunes folder in place, and will place copies of those files into the iTunes folder (rather than moving the original).

Consolidate your files in the iTunes folder
Depending on how you imported items into iTunes, some items in your library might be stored in different locations (in another folder or on another hard disk, for example).
You can consolidate all the files in your library in the iTunes folder—for example, to make it easier to move your library to a new computer.
- Choose File > Library > Organize Library.
- Select “Consolidate files.” (Files remain in their original locations, and copies are placed in the iTunes folder.)
- To create folders (Music, Movies, TV Shows, Podcasts, Audiobooks, and so on) inside your iTunes folder, and place all your imported media files in the appropriate folders, select “Reorganize files in the folder ‘iTunes Media.’”
Cheers,
Allen

Jan 21, 2014 12:30 PM in response to Allen Aby SunnyJassi,Thanks but consolidating didn't really do anything (probably bec ause I already placed all the music in that folder).
Should I delete all files that I already imported and start over by consolidating from hard drive?

You should not place anything inside the iTunes folder. Let iTunes do it.
If you have items inside the the iTunes folder and not in the iTunes library, then File > Add to library and select /Music/iTunes/iTunes media/ folder.

No. If you delete everything already in iTunes, the iTunes library will be empty and there will be nothing to consolidate.
What are you trying to accomplish?
