You can setup the TC from the iOS device.

Download the latest airport utility for iOS.

Now you will need to explain further the question.

I want to access all my movies on my tv

What is your TV and how do you expect to connect to the movies.. if you mean movie files stored on the hard disk of the TC.. for the most part that will not work. Most Smart TVs require DLNA server on the device. Apple will never use it.. they are king of iTunes.

But the TC is not a media server in any way shape or form.. even if you put your itunes library on the TC it cannot play them.. you need a computer.. a mac book as you suggest but any computer that runs itunes to serve the material via airplay to the TV if it is compatible but most likely you need ATV.

You can directly play movies stored on the TC.. you need a real media player like WD Live TV, which can read files on a network drive and play them directly to the TV.
