The library is on another computer can I put them on a USB, move them to the new computer then add to the library that way.

You can select them in your iTunes library and drag them the USB drive the desktop.
Her computer will need to be authorized for your iTunes account.
iTUnes menu Store > Authorize computer.

Will that be necessary if the music is recent purchases (post DRM)? Won't it present problems if the daughter needs to reauthorize the computer for her own use before 90 days, especially if authorization to the father's account isn't absolutely necessary to make the music work?

Not for non-DRM music, but authorizing the computer won't be a problem. If any movies/TV shows are transferred, it will need to be authorized.

No. The 90 day limit ONLY applies to redownloading purchases from iTunes..
So if she were to redownload purchases from the father's account then she'd have to wait 90 days to redownload form her own account.
and the computer can be authorized for multiple iTunes account (pretty sure it's 5) .
You don't need to later reauthorize for first account if you authorize for a different account.

I just logged into a different Apple account, selected the TV show I wanted to watch, PAID FOR IT, downloaded it, and only when I go to hit play does the dialogue pop up about the 90 day limit.
So lets just recap that:a) I change the Apple ID on my computer
b) I pay for a TV show, and it downloands
c) ONLY THEN does the 90 day dialogue pop up. You are not permitted to watch the TV show that Apple happily permitted you to purchase but 30 seconds before.
Outrageous.

It was not untrue when this thread was posted almost 2 years ago.
If you are having issues, you should contact Apple support.
