The only way to get your own music into the cloud is if you subscribe to iTunes Match (which is not available in all countries) : http://support.apple.com/kb/HT4914 (iTunes Match doesn't use any of your free 5 gig iCloud storage nor any extra that you've bought, the cost of storing it is included in the iTunes Match subscription)
For the Times app, have you got previous day's newspapers in it which you could delete ?

And I have looked at the times app it sores editions for 1 week ( this is the minimum) using 5gb data. In effect itunes and the times are strangling my ipad. Is there nothing I can do - really confused as what exactly the icloud is for? I guess my ipad is too small - but surely it should cope with a music library and a newspaper?!

iTunes Match is available here in the UK, but it costs £21.99 per annum : http://www.apple.com/uk/itunes/itunes-match/
Using Match on an iOS device : http://support.apple.com/kb/HT5637 - you can stream music from it (so you would need to be online) or download the music.
iCloud is for backing up your data / documents / photos e.g. it's an alternative to backing up to a computer's iTunes. But iCloud doesn't include everything e.g. audiobooks and ringtones can't be redownloaded, and an iCloud backup doesn't include your own music (and any item could be removed from the store at any time, so restoring to an iCloud backup might not be able to restore eveything e.g. if an apphas been removed from the store then it won't be able to reinstall it and its contents)
