Reality is the photos are gone
Specialist companies may by dismantling the iPhone and arttempting to recover from the memory
It is VERY expensive and you can write off the iPhone
Depends on the "value " of the photos and since you appear not to have made any attempt to back up it would appear not of "value"

I say this, because if you have been trying to use it and it won't turn on. It's probably dead.
Throw it in some rice and let it sit for like 4 days or so. turning it over every 24 hours and changing the rice out when you do that.
If it won't turn on, no there is no way to get the data off. It's dead, so no power, no way to get it off.
