If the steps on that page aren't used when creating an account then credit card details will need to be entered before the account can be used to download any item from the store.

- I logged out of my existing account on my iPad
- found a free app in the store and tapped on its free 'price' button
- tapped on 'install'
- tapped on 'create new apple id' on the popup
- agreed to the terms
- filled in my details
- and on the payments screen got :
You are creating a new account on your phone ? If it's an existing account then you won't get the 'none' option until you have entered credit card details on it

Jan 30, 2014 10:25 AM in response to laludochkaby King_Penguin,If you aren't gettng the 'none' option when creating a new account (you are trying another new account, not update an existing account ?) then you aren't following the instructions - I've now tried it on my phone (iOS 7) and I get the 'none' option :

Feb 12, 2014 2:40 AM in response to 0@0by King_Penguin,You will get the 'none' if you follow, exactly, the instructions on this page when creating an account : http://support.apple.com/kb/HT2534 - see the steps in my above post.
If you don't use those instructions when creating an account then you won't get 'none' and you will need to enter credit card details before the account can be used.

If you are creating a new account and you aren't getting the 'none' option then you aren't following those instructions - I've just tried them on my iPad and I got the 'none' option on a new account.
