Should Airplay work on iOS devices even if older Mac won't Mirror?

I have been confused and frustrated with this since upgrading OSX - Apple says that Mavericks (and before that Mountain Lion) can't use Airplay to Mirror your screen if your Mac is older (my Mac Mini is 2009), but since upgrading OSX I cant use Airplay AT ALL for anything.

 

It used to work fine with my Apple TV 2 and Lion.  All my iPhones & iPads could connect to the Apple TV with Airplay and show photos, videos, even game screens.  Now NOTHING!  The Airplay icon doesnt even show up on my iPhones and iPads.  Am I really not able to use a feature I had been using just fine before Mavericks upgrade?

 

Should iOS devices be able to Airplay content to the Apple TV, even if my Mac can't use it to Mirror its display (which I dont care about)?  Anyone?

Mac mini, OS X Mavericks (10.9), TV 2  iPhone 5S  iPad 3
