The AirPort Utility was designed to be used with Apple AirPort routers only. It cannot be used to administer non-Apple networking products, like your new cable gateway device. Instead, most non-Apple networking hardware use a web-based interface for administration. You would simply enter the LAN IP address of the device into a web browser to get to this administer interface.
The airport express is flashing amber so I do believe this is a wifi problem. Can someone please help me fix this so I can start streaming from my computer.
I would suggest that you start by performing a "factory default" reset on your AirPort Express. Once that has completed successfully the Express will broadcast an unsecured wireless network with a network name of something like: Apple Network NNNNNN.
Ok, you will now have two independent wireless networks running simultaneously. The one provided by your new Wi-Fi gateway device and one by the Express. We will rectify this shortly.
Temporarily disconnect your computer from the gateway's wireless network and connect to the network provided by the Express. Once connected, you will temporarily loose Internet access. Not to worry. Open the AirPort Utility, select the Express and configure it to join the gateway's wireless network. Follow along with these Apple Support instructions on how to configure an Express for iTunes streaming.
Once the Express resets you will be back to just a single wireless network that is provided by the gateway device. Reconnect your computer to this network to both access the Internet and to be able to stream to the Express.

I do have airport express as well as apple tv, unfortunately I am unable to get at because they are behind the tv on the wall which is only about 5cm from the wall. I will wait until I can take tv off the wall and reset the airport express, hopefully this will fix my problem.

You may want to rethink where you are placing your AirPort Express, and potentially, the Apple TV. For the Express especially it needs to be out in the open. Think of it as a light bulb with the light it puts out similar to the wireless network. Placing the Express behind another object will decrease it useability significantly.
I would suggest, if possible, to place both the Express and Apple TV together but at least 2-3 feet away from the TV.
