recall that freature when 3g first came out it was pretty exensive and havent seen phones have the direct video call feature since 2006 or something
I would try contacting your carrier don't think it's something iphones support out of the box
people generally use skype and facetime and the likes as it's much cheaper

As long as your carrier supports it, you should be able to use FaceTime to make video calls to other iPhones, iPads, iPod Touches and Mac computers. To call users on other platforms, use apps like Skype.
