Q: i dont understand step three, please help

i understand that mavericks uses more secure stuff for afp services now, and can get it to disable some of the services stopping me from getting to my router usb storage stick but it still doesnt work, i think im messing up step three but am not sure how to execute it.......any tips    thanks in advance
