Q: Location issues???

Might be a lack of cell towers or crowd sourced wifi sites.  There isn't much you can do about it.  See http://support.apple.com/kb/HT5594.

Does the co-worker have the same carrier?  If not, they may have more cell towers or towers that deliver a more accurate location.

You could have her try going to Settings>General>Reset and tapping both Reset Location & Privacy and Reset Network Settings.  This will reset the location and privacy settings and network settings back to their defaults.  It will also erase passwords for previously joined wifi networks so she will have to re-enter them.

Is she connected to her work wifi when this happens?  If so, that may be the issue.  The phone will use the router's location to help it determine it's location.  However, sometimes a problem arises when the router is set up at another location, either by a centralized IT department in another building or an ISP who supplies the router.   As a test you might have her turn off wifi to see if the location improves when just using the cell towers.
