I purchased an ipad mini under the impression that I would be able to

access pages virtually and create new documents. Is this possible?

Do I have to purchase and download the pages app before I can do this, or

is it possible to create documents "through the cloud".

If not with pages, is it possible another way?

You need to get the iOS version of Pages.  If you purchased your iPad Mini after Oct. 1, 2013 it should be free.  Check the app store from your iPad Mini to find out.  You should also be able to get Numbers, Keynote, iPhoto, Garage Band and iMovie for free.

    Randars, Thanks for your message.

I purchased a refurbished one that is a year old, so it doesn't have pages loaded on to it.

Ok.  You can create and view Pages documents using the Pages beta app on icloud.com from your computer browser, but you won't be able to view, edit or create new Pages documents from your iPad Mini without purchasing the iOS version of Pages from the app store.
