If it's a video you took on your phone, you import it as explained here: http://support.apple.com/kb/HT4083. Short videos can be added to a shared stream, which would then stream to your PC when you set up iCloud on it and enable photo sharing (see http://www.apple.com/icloud/setup/pc.html).
If it's a movie you purchased from the iTunes store, download it in iTunes from your purchased list, as explained here: http://support.apple.com/kb/ht2519.

I sold my iphone back so i dont have the phone to hook up to my comuter. Im just trying to figure out where I can get it off my icoud. I know I uploaded it to the icloud on my phone bu it doesnt show up when i sign in on the icloud online.

It wouldn't show on icloud.com regardless of how you uploaded it to iCloud. If you added it to a shared stream, you could only access it from an iOS device or computer that was signed into your account with iCloud photo sharing enabled. If it was in your camera roll when you backed up to iCloud, you could only access it by restoring the backup to another iPhone (or iPod Touch).
