You may want to remove the book's entry from the iBooks application, and then attempt redownloading it.

Jul 14, 2013 9:26 AM in response to Allen Aby smiranda16,How do I "remove the book's entry"? The Delete button won't work either - with or without "Sync Collections" turned on. I have also tried deleting and reinstalling the iBooks app ... to no avail. The books show up as "Downloading" again. I am using an iPhone 5.

Jul 21, 2013 1:48 PM in response to smiranda16by Kelli234,I am having the same problem and have tried the same things you have and still not working. It's very aggravating. I have my phone and itunes updated and can't access books that I have recently purchased. Phone indicates they are downloading but it never completes the download. If anyone can help please let me know. Thank you.

Jul 26, 2013 9:22 AM in response to Kelli234by smiranda16,Just downloaded the Kindle reader. I prefer the iBooks reader, but not being able to access books across devices is too much of a limitation to continue using iBooks

Feb 7, 2014 7:12 PM in response to Megolego03by Epet1401,Go to the App Store app, go to the purchased tab on the right most side. The book you want should be there. Click on the cloud on the right hand side. It should download the book to your phone. That's what I did and it worked for me.

Feb 9, 2014 2:44 AM in response to Epet1401by Kravex,The whole point of this post Epet1401 is because that doesn't work, we all know how to download iBooks the problem we have is that they aren't downloading when we follow the correct way of downloading them. you may want to re-read from the top of this post to see what the problem actually is.

Mar 11, 2014 8:08 AM in response to Kravexby Randy9423,I'm having a similar problem. I purchased a book yesterday using my iPad from iBooks. On the screen it said it was downloading but never finished. It looks like it never even started. In my library it's ghosted out. I couldn't delete it or edit it in any way. It was interesting to see that it downloaded to my iPhone and to my MacBook Pro but not to the iPad where I made my original purchase. I am certainly looking forward to some direction in regards to how to complete this purchase.

Mar 25, 2014 8:52 PM in response to Megolego03by Lynn Dickey,I am having the same problem. Two books I purchased will download to my MacBook but not to my phone. The books are ghosted out on the phone, and I can't select them or delete them. I spent well over an hour with Apple support and got nowhere.

Mar 26, 2014 2:08 AM in response to Randy9423by Randy9423,I reported on not being able to download a book that I purchased to my iPad. I could not find a solution to my problem so I decided to reboot my iPad. It worked. Following the reboot I was able to download the book with no problem.

Sep 18, 2014 1:08 AM in response to Allen Aby Mudville007,Try syncing it to your itunes account on a PC or Imac - I solved the non-downloading book problem by just syncing the individual book and hey presto - the book appeared!
