Thanks for visiting Apple Support Communities.
You can use iTunes Match to access your entire iTunes library on your computer and iOS devices.
You can access your iTunes library on your Apple TV using Home Sharing, which is why it only works when your MacBook is turned on.

You may have already solved your issue but if not try the following.
Simply restart your Apple TV (hold the down arrow + Menu button at the same time for ~5-seconds until you see the white light on your apple tv blink rapidly.)
Alow the apple TV to re-boot and when done, go to the music channel/button and you should see an iTunes Match menu at the top, it will ask if you wish to turn it on; say YES.
This of course assumes you already have the same iTunes account info pre-set on your apple TV that is linked to your Mac iTunes software with the iTunes Match enabled. I'm assuming this is true based on your comments.
I was having the same issue and figured a re-boot would help and it did. Prior to this all you see in the MUSIC channel is the 'About iTunes Match' menu item at the bottom of the screen.
