You do not mention your iPhoto version. Is it iPhoto '09 or '11? Older versions are no longer supported for Print Products, see: http://support.apple.com/kb/HT3412
Also, in some countries are print products not yet available:

That is possible. Then some services are not available.

it said the folding card not applicable, that means no minimum order ? or not able for me to place the order?

I have restarted the computer then i am able to purchase!
I also download the iPhoto library Manager as well, but havent used that yet.
