Q: How do I add a debit card to my Itunes account?

I cannot make puchases on the app store on my ipod touch because it says that I need to have made a purchase in the Itunes store first, yet when i try and log in it says i hace to review my account to proceed. I tried this but it tells me that I have to enable cookies despite the fact that they are alreasy enabled. So I first tried signing in via settings but this does the same thing saying that i need to enable cookies when i have already tried them 'from visited' and 'always'. I figured the problem was that i needed to add a card so I tried adding this via the online apple store but i was only able to do so from a billing address and i did not want this as i want it for itunes. I cannot download itunes onto my pc either as it is broken for the time being. Please help me i have been stuck on this for hours.
