    Welcome to the Apple Community.

To restore from a back up made through iTunes, follow these instructions.

To restore from a back up made through iCloud, try the following:

The difficulty in restoring iCloud data from a back up is that the back up is older than the current version on iCloud and anything that is restored gets removed again when an iCloud sync occurs.

        1.    Ensure the device is connected to your local network.

        2.    Start the restore from iCloud back up.

        3.    Allow the devices settings to restore (watch for the confirmation of completion).

        4.    As the apps begin to restore pull the connection to your router WAN port (the one that goes to the telephone point).

        5.    Wait for the time out confirmation.

        6.    Navigate to settings > iCloud and turn off contact syncing (keep contacts when prompted).

        7.    Reconnect the router to the internet and let the restore process complete.

        8.    Delete any iCloud contacts from iCloud.com on a computer.

        9.    Navigate to settings > iCloud and turn on contact syncing (merge contacts when prompted).

May I suggest that you carry out a back up to iTunes before you try anything, that way should things become even worse, you can at least restore back to where you are now.

Are your contacts available when you sign in to www.iCloud.com from a web browser on your computer?

If so, on your phone, go to:
Settings > iCloud > Turn off Contacts > Delete from phone (to prevent the possibility of duplicates) > let it finish then turn them back on. This will force a re-push from iCloud.com.

    Are your contacts missing also?

Backing up to iCloud is not the same as syncing to it.

Check to see if you are signed into iCloud and if you are syncing contacts here:
    Settings > iCloud

Are you signed in? Are contacts on?

If you are follow the instructions I posted for the OP.

If not, then where did the contacts originall come from (Yahoo, Gmail, etc...)?

As I said, backing up to iCloud has nothing to do with your iCloud Contacts, Calendars and Notes:

    What iCloud backs up

You have important information on your iPhone, iPad, and iPod touch. iCloud automatically backs up your device over Wi-Fi every day while it’s turned on, locked, and connected to a power source. With your device information backed up in iCloud, you can easily set up a new device or restore information on one you already have.

    Here’s what iCloud backs up:

    • Purchased history for music, movies, TV shows, apps, and booksYour iCloud backup includes information about the content you have purchased, but not the purchased content itself. When you restore from an iCloud backup, your purchased content is automatically downloaded from the iTunes Store, App Store, or iBooks Store. Automatic downloading is based on iTunes in the Cloud availability by country, and previous purchases may be unavailable if they have been refunded or are no longer available in the store.
    • Photos and videos in your Camera Roll
    • Device settings
    • App data
    • Home screen and app organization
    • iMessage, text (SMS), and MMS messages
    • Ringtones
    • Visual Voicemail

Your iOS device backup only includes data and settings stored on your device. It doesn't include data already stored in iCloud, for example contacts, calendars, bookmarks, mail messages, notes, shared photo streams, My Photo Stream, and documents you save in iCloud using iOS apps and Mac apps.

If your contacts, calendars & notes are available on iCloud.com (from a web browser on your computer) then turn off each of the them in the iCloud settings. Wait for it to finish and then tun them back on. This will push the data that was on iCloud.com to your device.

If these aren't iCloud items then go to:
Settings > Mail, Contacts, Calendars > Select the account that contains the missing items and turn them off then back on.

It is true that we can restore deleted iPhone 4s contacts with iPhone Data Recovery.

We can retrieve lost contacts directly from your iPhone 4s.

    And here are:

Step 1 Connect your iPhone to Computer and Choose your Device

Step 2 Select the Recovery Mode

Step 3 Check and Recover Lost Contacts

Now deleting or losing a contact doesn't mean it is gone forever.

But I suggest you to have a backup in iTunes or iClound.

In other way, you can have a try to restore contacts from iCloud, and you can get more information here.
