Q: How do I add my iPad to my PC apple account?
My PC apple account lists my PC as the only source that I may use to buy in tunes or buy apps from apple.I am unable to open iTunes on my iPad and when I tap the app it brings up a blank page or a page with only the top and bottom item names in blue.I am also unable to download any apps in the App Store.
Until now I been able to download and buy apps and view the i Tune store on my I Pad without problem.All other apps work ok.
Does this mean I will have to add my iPad to the PC account ?
If so how do I do it in a way that enables me to purchase apps etc using my iPad.
Any help would be appreciated.

If you mean that your PC shows in the Manage Devices section on your account then that only means that you've associated the PC to your account i.e. you've used iTunes Match, automatic downloads or redownloaded past purchases on it : http://support.apple.com/kb/HT4627 - whether a computer or device shows there doesn't affect whether or not you can buy things on it.
If the store apps aren't working on your iPad then try logging out of your account on it by tapping on your id in Settings > iTunes & App Store and then log back in and see if the store apps then work properly. If they don't then try closing the app via the iPad's taskbar and then re-open them.
iOS 7 : double-click the home button to open the taskbar, and then swipe or drag the iTunes and App Store app's screen from there up and off the top of the screen to close them, and click the home button to close the taskbar.
iOS 6 and below : from the home screen (i.e. not with iTunes or App Store 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the iTunes and App Store apps to close them, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
If that doesn't fix it either then try a soft-reset of your iPad : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
