Why are windows in OS 10.9.1 showing black lines and static behind or around it?

Ever since I upgraded to Mac OS 10.9 Mavericks my computer has been acting  funky. (I understand running 10.9 on a Powerbook Pro Mid2010 could be cause for concern, but it should be slow not this glitchy.)

 

Randomly, when I open new windows I get these black lines and static. Sometimes they surround the edges of windows, sometimes it's part of the toolbar, sometimes it's behind my dock, and sometimes it just  stays behind even when I close windows. I've attached two sample pictures. Any ideas on why this happens and how to solve this?
