Make sure the battery is charged, then press and hold both the home and power buttons 10-15 seconds till the Apple logo appears. Release both buttons. Wait 15-20 seconds till your iPad starts on it's own. If it still doesn't turn on, start thinking about a new battery or an iPad Air.

thanks for the reply.
i have tried all that and still nothing is workin, there is battery on the ipad aswhen im pressing the buttons it clicks like i have just taken a picture..i have also connected it to the t.v everything comes up on the tv screen but then i just have to guess what im pressing on the ipad..was hoping that i would b able to get it repaired

You're welcome. It should only click if you press and release, it's important to hold the buttons. If that doesn't work take it to the Apple store and see what your options are.
