While a variable won't "change itself", any number of software functions could be written to change it, without requiring any user input.

1) A Troll
or
2) An idiot
I wouldn't normally take the troll bait, but I feel it's important for the sanity of others on this thread to highlight the "fact" (which can be consistently reproduced in experiment) that it's possible to set/reset the code using the HELPFUL plist edit method documented in this thread and then have this same code (which can be read from your own computer screen therefore unlikely to be simply forgotten) not accepted directly after a settings reset. It's not therefore too much of a quantum leap to hypothesise that something in the iOS code causes either a random or blank restrictions passcode to get set during the upgrade from iOS 6 to 7.
I can't of course verify this as I don't have access to Apple's source code, but then neither, I suspect, do you.

Feb 20, 2014 3:31 PM in response to Richs79by libikoka,My original issue is that Safari disappeared from my phone..than I started to investigate what could be the issue..I ended up here. I know all my pass codes, security codes and I definitely never set up any restriction code which is now blocking me from fixing the problem.
So I stuck here right now and I know that not having Safari is not a major issue but annoying and also my contatcs got messed up...my phone can not recognise who I am getting the messages from...showing only numbers instead of the names..I guess it is a different story but this came at the same time when Safari disappeared. I can not download it from AppStore either.
I guess I will need to go to a local service here in Europe.
