Thanks for the question. iTunes in the Cloud is not a paid service and does not affect your iCloud storage. It is simply a way of accessing all of the content you have previously purchased from the iTunes Store.
iCloud storage is utilized by the backups of your iOS devices, Documents in the Cloud, and your @icloud.com Mail account:

Photos for MacThe Apple services iTunes in the Cloud and iCloud are not the same as iTunes Match and it is not necessary to subscribe to iTunes Match or iCloud to use iTunes in the Cloud. Nor do you need to purchase additional iCloud storage since neither iTunes Match or iTunes in the Cloud use iCloud storage.
