It literally flashes up the home screen before going back to the dead battery sign, goes black for 5 minutes then the apple logo pops up and it starts all over again. I've tried plugging it into my laptop but since it's not turned on, the laptop isn't recognising it. I've had it plugged into the charger for 24 hrs now but still nothing.

If so it needs going in for repair.
If it works with the charger, try resetting it with the charger plugged in. Find it under Settings/General.
The laptop won't be enough to charge the iPad, well I don't think so.

Feb 21, 2014 3:32 PM in response to liafromliverpoolby Texas Mac Man,Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

If they don't help and you go to the genius bar, the consulation is free. If it needs a new battery and is out of warranty the charge is £55, plus postage of £7.44, I presume you don't pay postage if you take it in. I take it that if you are askng about costs it is out of warranty.
Remember to take your battery charger and cable with you if you go to the store, it is possible that it is faulty as noted by other posters.
A new charger is £15 but I don't think that includes the cable which also seem to be about £15.
If it is not the battery and the iPad needs repairing the cost depends on the model ranging from about £170 to £250.
I have just got those prices from the UK Apple web site.
Hope you get it fixed before then and if you need to go to the genius bar it is one of the less expensive options.

May 14, 2014 11:12 PM in response to liafromliverpoolby Finn1314,Hi the problem might be the charger it had to be a 12w iPad charger other wise the iPhone charger will just charge it till it starts but can't supply enough power to keep it running
